EnhanceTV Editorial Policy

 

EnhanceTV mandate

The Australian Copyright Act permits educational institutions to copy programs from television and radio and to communicate those copies, in exchange for royalties payable to relevant rights holders. The right to communicate includes the right to “make available online” and to “electronically transmit”. EnhanceTV works under this mandate to ensure teachers and students have easy and direct access to educational broadcast materials, via our online service.

EnhanceTV will strive to include content on the service that:

  • Meets the cross-curriculum priorities and general capabilities set out in the Australian Curriculum.
  • Nurtures an appreciation of and respect for social, cultural and religious diversity and a sense of global citizenship.

 

Access to content

EnhanceTV will provide opportunities for content creators and broadcasters to engage with EnhanceTV and its audiences, consistent with EnhanceTV’s purpose to promote positive educational outcomes. We will do this by presenting content that both informs and entertains.

 

Content creators and broadcasters can submit content to EnhanceTV for inclusion on our service, including but not limited to; text resources, metadata, video and edited clips aimed at further promoting their work for educational use.

 

EnhanceTV seeks to give our subscribers a voice in the selection and presentation of our content. Subscribers can contact EnhanceTV to request copies of educationally relevant broadcasts to be made available on our service, along with any associated resources.

 

EnhanceTV recognises that social and political activity is a necessary and desirable aspect of a healthy learning environment. We acknowledge that individuals and organisations that create or broadcast content are not always required to be impartial, but may present informed opinion in order to encourage debate.

 

To encourage engagement from educators, content creators and broadcasters, EnhanceTV can support positive educational outcomes in Australia and help foster trust and cultivate respect among educators, students, filmmakers and broadcasters by making useful visual content easily accessible.



Fairness and Impartiality

EnhanceTV’s core considerations when selecting content are:

  • The content’s educational value and impact,
  • Age appropriateness and engagement value - regardless of the content creators, brand or channel associated with that content.

EnhanceTV will utilise user behaviour to help guide and inform content selection and to help editorial staff prioritise content for recording and promoting, based on audience preference data.

 

Promotion of content across EnhanceTV site pages, newsletters and social media will be prioritised with the following criteria in mind:

 

  • Timeliness: Is the content related to a significant event on the education calendar (Science Week/ NAIDOC/ Term Exams)?

 

  • Educational Impact: Content that has supporting resources, (eg. study guides, clips and worksheets) hold higher educational value to our audiences and will therefore be prioritised when assessing promotional opportunities.

 

  • User Behaviour: Regular monitoring of audience analytics and user feedback will also help guide decisions on content selection and promotion.



How EnhanceTV selects content

EnhanceTV selects and curates broadcast content based on its relevance to the various stages of schooling (from Foundation- Year 12), as well as its relevance to the subjects, general capabilities and cross-curriculum priorities in the Australian Curriculum. With this as our guide, EnhanceTV will seek to record and make available any content of educational value or relevance broadcast in Australia. Value and relevance will be judged according to the following criteria:

 

Tier 1: Broadcast content (both fiction and non-fiction) that is relevant to the Australian Curriculum and/or a certified Tertiary course. This may include film adaptations and documentaries relating to Curriculum texts and topics, and content that can be clearly related to the eight core learning areas, cross-curriculum priorities, and/or general capabilities within the Curriculum.

 

Tier 2: Broadcast content that illustrates, introduces or explains a topic in order to assist educators and students to better understand and engage with that topic. Examples might include content about global warming, volcanoes, Vikings, tsunamis or even how a nuclear reactor works.

 

Tier 3: Light entertainment content, such as commercial films, entertainment series and feature documentaries may also be captured and presented on EnhanceTV, if a subscriber can vouch for its educational value and relevance.

 

User Requests

Subscribers to EnhanceTV can submit requests to capture and present specific broadcast content on our service. EnhanceTV will seek to comply with these requests, with the following exceptions:

 

  1. The requested content cannot be reasonably linked to the Australian Curriculum or an Australian Tertiary Course.
  2. EnhanceTV Editorial staff have a reasonable concern that the requested content might be harmful or offensive to ETV’s audience of students and educators (see section below).

 

Content Warnings and Classification Advice

EnhanceTV has a responsibility to ensure children and young adults are not unduly exposed to potential harm that might arise during their engagement with EnhanceTV content. EnhanceTV recommends that parents/guardians supervise and monitor child access to EnhanceTV’s content, their participation in interactive services including our social media pages, and their exposure to news and current affairs content on our site. While it is not always possible to avoid delivering content that may be distressing to some audience members, EnhanceTV will take particular care to minimise the risk of exposure to unsuitable or inappropriate content or contact by peers or strangers.

 

Harm & Offence Standards

Where content could potentially cause harm or offence, EnhanceTV will take all reasonable steps to provide information about the nature of the content through the use of classification labels, warnings or advice. EnhanceTV will always endeavour to clearly identify broadcasts that may include images or audio recording of the deceased, and respect indigenous beliefs and sensitivities.

 

EnhanceTV will ensure all domestic television programs are clearly classified – with the exception of news, current affairs and sporting events which are exempt from classification under Section 6B of the Classification (Publications, Films and Computer Games) Act 1995.

 

Where there is editorial justification for content that may lead to dangerous imitation or exacerbate serious threats to individuals or to public health, safety or welfare, EnhanceTV will take appropriate steps to mitigate those risks by providing advice and warning information about the nature of the content.



Takedowns

  • Editorial Staff may remove content if it contains errors, is misleading, or potentially harmful, or if an audience member reasonably identifies it as offensive to students or educators or where such action is required by a court of law.
  • Editorial staff, at their discretion, may prevent clips from being searchable to users, if the clip is objected to by the original creator, owner or producer of the content. While the clip will be hidden from end users, it will still be accessible to the customer that created it.



Web Content and Accessibility Guidelines (WCAG) 2.0

Web Content Accessibility Guidelines (WCAG) 2.0 outline international standards that cover a wide range of recommendations for making online content more accessible to a wider range of people with disabilities, including blindness and low vision, deafness and hearing loss, learning disabilities, cognitive limitations, limited movement, speech disabilities, photosensitivity or any combination of these. EnhanceTV will strive to meet the necessary standards by employing suitable technology and resources in line with WCAG 2.0 requirements whenever possible.
