A few days after the Royal Commission is suspended, the container of guns is collected and a camera inside reveals the surprise identity of the ringleader. Owen (Damian Walshe-Howling) follows him to a clandestine meeting, giving Janet (Marta Dusseldorp) proof that the corruption has spread to big business and government, and will ultimately bring down the biggest political scalp of all. But until she's cleared at Corruption Commission, she can't go public with the findings. Tony (Peter Kowitz) steps in and cleverly traps the Commission with their own charter, and the investigation is dropped. Janet's now free to expose the extent of the corruption and criminality in the importation and distribution of the guns, but the gunrunner has one more ace up his sleeve. He claims he knows who killed Ash, and warns they're planning an attack on Janet soon. But when DNA findings reveal genetic markers for Androgen Insensitivity Syndrome - meaning the killer is female - Bianca (Anita Hegh) is convinced it's Heather (Leah Purcell). And they have enough to arrest her as they wait for DNA confirmation. Richard (Hamish Michael) represents Heather at her bail hearing, but when the full face morphology results arrive, the identity of Ash's killer is revealed to be someone who was not only in front of Janet the entire time, but someone with access to her children, and with whom she is now trapped inside the empty Commission building. Growing increasingly impatient with the Commissions lack of results, the Attorney General, Lincoln Priest (Philip Quast) gives Janet an ultimatum: resign as Royal Commissioner or have her reputation ruined by the State Corruption Commission. Janet refuses, but fortuitously for her, they quickly solve Todd Wilsons murder - a tragedy of errors involving Simon Hamilton (Aaron Jeffrey), Robbie (Josef Ber), Jane Carter, and a 3D-printed handgun. Meanwhile, the fight over the embryo is headed for the Court of Appeal, where Deborah Larson (Genevieve Hegney) mounts a challenge to the original decision to grant Janet ownership. The appeal is overruled. As the hunt for Ash's killer continues, a series of events sees the suspicion on Bao Long (Jason Chong) mount. Bianca (Anita Hegh) volunteers as Janets minder, and the close living quarters lead to a new level of intimacy between them. Janet hatches a plan to catch the importer of the handguns still sitting on the docks, but it requires placing an unprecedented amount of trust in Owen (Damian Walshe- Howling), a colleague typically governed by self-interest. As part of the ruse, Janet orders the suspension of the Royal Commission, and a termination of all surveillance operations, except for one hidden camera.
